WOW. What a drastic contrast of verses! Many would take the verses in Matthew 9 to say that Jesus is soft on sin. And many would take these verses in Psalm 11 to say that God enjoys punishing the wicked. Both can't be true, can they? So what is true, and how do we bring the whole Bible into focus?
First, God will punish wickedness. He is a just God.
Second, God has done everything possible to help us strip sin and wickedness from our lives, so that He can save us and deliver us from our due punishment.
God is not eager to see people punished, nor does it bring Him joy. In fact, it breaks His heart that not everyone will accept His invitation to made righteous and live with Him forever.
If we share God's heart, then it will give us no joy to see "sinners" remain in their sin and receive judgment. We know that we too are just sinners saved by grace.
